Insert "* Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to read: CONTINGENT EFFECT. Section 1 of this Act takes effect only if the state has received federal funding for charter school start-up costs that equals or exceeds the funding provided by the state for charter school start-up costs in fiscal year 2003. The director of the division of legislative finance shall notify the revisor of statutes when the state receives the federal funding for charter schools as described in this section. 2003-04-25 House Journal Page 1130 * Sec. 3. If this Act takes effect, it takes effect 90 days after the director of the division of legislative finance notifies the revisor of statutes as described in sec. 2 of this Act." Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard. Representative Weyhrauch placed a call of the House. The Speaker stated that the call was satisfied. Representative Gara moved and asked unanimous consent to withdraw Amendment No. 1. Representative Berkowitz objected. Representative Gara withdrew the motion. The question being: "Shall Amendment No. 1 be adopted?" Representative Berkowitz objected. HB 171 am will advance to third reading on the April 28, 2003, calendar.
